The diving scenes are parodies of Lloyd Bridges of a TV show called Sea Hunt in the late 50's to early 60's that he was best known for before Hot Shots or Airplane. He was in a LOT of movies from 1940 on, though...and a LOT of movies and TV shows after Sea Hunt. He led in a western TV movie called The Silent Gun in the late 60's, which is where the title "Naked Gun" came from.

The scene with the President throwing up on the Japanese president is a callback to George Bush throwing up at a state dinner in Japan. Everyone laughed at him, but the backstory was during WW2, George Bush was a pilot. His plane was about to crash, he held the plane under control to give his crew time to bail out. He ended up too far away from an island the rest of his crew swam toward. He was rescued. His crew made it to the island, but it was occupied by Japanese troops led by a sadistic crazy guy who thought if he and his men ate parts of their enemy, they would gain their strength. He had his medic surgically remove limbs from random prisoners until his own men mutinied. It was years later when Bush found out about the fate of his crew. It's thought that he was having a PTSD flashback at steak being served at the dinner, thinking it was from his crewmates.

Of the two supervillain themed movies that were released at that time, Despicable Me is the one who got sequels. That tells us all that we are following the dumb timeline of the universe.

I love how you mention at the end of the movie that the movie ends on a sweet note. Personally, I think that’s what’s missing in a lot of parody movies these days. There’s never a conclusion for the comedy; it’s just a nihilistic story to the end. We laugh at things, because it’s a coping mechanism, there’s no comedy without any pain. But nobody wants a story that’s filled to the brim with constant irritation without a reason to laugh.
